Delhi Police — fraud by r care consultants

I have been duped of 15000 rs by r care consultant services in karol bagh. I was promised national visa appointment within a week, at german consulate bangalore for my son, who has received admission letter at germany fhws university.
I was promised on mail as well as whatsapp if my visa appointment is not confirmed i will be refunded my amount of 15, 000/- but i was given a student exchange visa (Visitor visa) which is easily available online and was told that nothing will be refunded.
