DishTV — Temporary deactivation being out of station. dish tv vc no. [protected]

Sir,
I was going out of station from panipat from 14.01.2016 and requested the dishtv before leaving panipat to temporarily deactivate my dishtv from 2 months. I got a call from the customer care that my balance is below rs. 100/- and get a recharge of rs. 100/- so that we can grant you temporary deactivation. Immediately, i got a recharge of rs. 100/- and informed dishtv. I was given one month temporary deactivation from 15th jan., 2016. On my query, it was said that we will give u further extension.

When, i asked for further deactivation upto 5th april, 2016, it was informed to me that again, u have less than rs. 100/-, so get the recharge first then we will give u temporary deactivation, as they can grant it 2 times in a year.

Again, a further recharge of rs. 100/- was made and informed the dishtv. I was informed that it will be done. But the next day, i was again called and told that this cannot be done because i have already had one deactivation in
August-sept, 2015. I had discussions with customer care executive and then with the senior person to resolve this issue, because i have been asked specifically to recharge for rs. 100/- second time. Then on my insistence, the senior executive agreed that a credit of rs. 100/- will be given to me in the next recharge. I told him to notify the same.
Neither, they have not given me the temporary activation on chargeable basis nor a credit of rs. 100/-, which was deposited 2 times on this assurance that i will be getting the temporary deactivation. They have cheated me in such a way that all the amount i have deposited has been eaten by them and now i am not viewing the dishtv and want to port in to another service providing dth company.
In this respect, i had all the emails with the dishtv company.
Hope to resolve this issue so that i may recharge/port in.

My VC Number is [protected]. I am going on vacation for 10 - 15 days. So, I want to deactivate / suspend my service on temporary basis for that period. When I called to customer care, they are saying to recharge account again with at least 100 Rs. amount, though my current balance is more than 900 Rs. I am not clear about this point. If temporary deactivation service is free for twice in a year ( Please let me know if I am wrong), why I should pay 100 Rs again ? Please let me know all terms and conditions for availing this service. To control telecom operators, we have TRAI in India, similarly is any government organisation who controls DTH operators ?

2. 2 months back, Dish TV customer care executive called for one offer, though I rejected to activate that pack, she cut call with saying thanks for activating ( I have recorded call). So, she unwillingly activated pack for which my money was deducted, which I could not get back.
