Domino's Pizza — delivery after 36 minutes

Order was placed via dominoes mobile app and was delivered after 36 min although the distance was not even 1 km from store but delivery boy refused to avail 30 minutes or free offer and when contacted store the guy from store said we are delivering pending orders thus order will be not given in the offer
Well why is the offer then 30 minutes or free plz look into the matter iam waiting for early solution

I placed an order on 1/01/2020, through phone pe. It was of ₹345. The company cancelled my order and hasn't given me the refund yet. My order number was 182. I contact them everyday and they don't take any action.
