eBay India — Order on 5th june 2016 but not delivered and no refund

I ordered this on 5th june 2016. Cost is rs. 34, 490.00/-

Till date my order is not delivered and i was informed that order will be refunded.
And got refunded started. 7 days back and till now they have not sent the redund.

All social media they having bots to answer. Chat lines are always busy and phone lines too. Seller even did try contacting them but no response for him too.

Ebay is stealing my money. Can any one assist me in produre for suing ebay in consumer court
