Flipkart — regarding non compliance of product delivery after taking payment

Desciption of Incident-
Ordered grocery on 7th june 2019 on flipkart.After receiving my creditcard amount they sent sms stating your order could not be completed AND refund has been initiated, When I call customer care they keep on telling, they will return the money and did not commit the delivery.My question is why did system accept when there is no stock and ask us to pay. After calling twice they told refund will be given on 19th june. They wasted my time by making me to order rs 1156 by various conditional additions by increasing from my need of rs.200 then to rs.500 then rs.800 then finally to rs, 1156 after which the order was accepted with delivery commitment of Sunday afternoon. All these transactions are not recorded and displayed on My account in their website. My question is how these so called reputed retailers can cheat people without any accountability. Some action to be initiated to deter them from freely playing around with customers money with out any penal obligation. I got guests at home, my money is blocked, now cooly telling we will refund the money causing immense stress to me and my family apart from wasting our time. Other similar E commerce retailers have better systems were payment is accepted only when stock is there.
Desired Resolution- Request to make them refund amount with heavy penalty to deter them from doing this again to other customers wasting nations productivity and stressing people.
