Gas Agencies — Extra amount charged for delivery

I read the news two months back in DinaThanthi (tamil) that there is no need of paying extra money yo delivery people to deliver gas cylinders. But that ain't come in process. Still we are paying delivery charges for gas cylinders (delivery charges do not contain any bill). Please kindly raise this issue again. Regards Mahaveer
