Transcript bribing

I am planning to go for the higher studies through GRE and TOEFL. I have applied for the Transcript in the UPTU University, a mandatory document for the verification of the marks.
its been 1 month the clerk didn't issue the transcript and daily he says to come next working day.
Now he is demanding directly 1500 Rs. extra for issuing the Transcripts and ready to give the transcript in next one hour else wait for next one...

unsatisfactory checking of uptu examination copies

sir,
my branch is civil engg. and i am in second year, fourth semester and i m not satisfied with the uptu examination papers checking procedure.
my friends are literally mentally haressed by this attitude o[censored]niversity.
scrutiny process is also useless, students are not getting what they deserve, we are fade up of this.
UPTU is not allowing them to even pass.
