Haryana Transport Department — New Car Registration is not getting started at Jagadhri RTO

The application was completed by dealer on 28 March and its been 21 days and the process by RTO has not been started yet when I tracked the application online.

Can this process be completed a bit fast? I have not observed such issue in past.
