Haryana Transport Department — Ownership Not Transferred

I have been sending emails to Haryana RTO but there is no response from them and I am really in need of help.
Actually, I was moving out of the country and sold my car on 14th June 2023 to a dealer in Gurgaon.

The dealer told me that they will do the needful of ownership transfer when they sell the car to one of their customers. Since then I was reaching them back about the ownership transfer status.

Earlier car dealer said that due to some changes in the SDO office, they are not taking applications. Now he is saying that due to some changes in the rules, either current car owner (Me) or one of my family members should be physically present, then only the transfer will take place.

I wanted to understand from you if this is the case then it is really difficult because I am not in India and my family also lives in other states of India and not Gurgaon, Haryana.
