Havells India — ceiling lights

Address:Village Nardhani Raipu, Domana Jammu

Havells Ceiling light installed at my home keeps glowing even after switching of the the circuit. This is with all the 45 lights is it normal or a defect. If normal than why my electiric consumption is high.
