HDB Financial Services — personal loan foreclosure- excess charges by prepayment charges

Dear Sir/Madam,
I have take a personal loan of 2.5 lakhs in last Aug'18. As i am interested to foreclose my loan account, I have approached bank & they have submitted an advice to pay 2.15lakhs without any prepayment charges. But, while submitting the above amount by cheque, as I am transferring my loan to another financial institution, they are forcing me to pay around 10K (4% charges)additionally. Which is Not right in my view. I have regularly paid you all my instalments without any default. It does not matter, weather I pay from my pocket Or I am submitting your loan by transferring to another bank. Its important that I am closing my dues with due honor. Kindly help me & settle my account .
