Hero Electric — fraud by dealer

I have been fraduly induced by the auto dealer to buy an electric vehicle hero flash e5 for which i was overcharged by him. He charged me rs58000 and didn't provide me any invoice, vehicle papers, insurance or anything. The dealer also misbehaved with me when i asked him an invoice and vehicle documents.
I live in bihar, bhagalpur
Dealer details - hira auto.
