Hero Motocorp — customer harassment during spare replacement by insurance claim

I am owner of hero maestro eng-jf33abh4l19137 from ridhi motors, howrah-711302. My under seat center compartment cracked. I visited service center. They given guidance and completed formalities to replace the item under warranty/insurance scheme and inform me that item will be replace as soon as they receive it from company. I personally inquire about the time required to replace the item, they told it will take few hours. As per their commitment i approached today after two month and they refuse to do the things by saying monday will be inspection and there after replacement work will start. A government service provider like me, can he spare these many days for his legitimate right to get the service? More over i personally felt helplessness due to the service offered by the service center.in future i will think to approach hero for this callousness.
