Himachal Road Transport Corporation [HRTC] — Ticket issue

Dear sir/ madam,
I was travelling to shimla in nalagarh depot hrtc bus and ai boarded the bus from bagbania, baddi - nalagarh road, but unfortunately there was a technical issue in the bus and the bus stopped near dharampur. As a result of which i had to board another hrtc bus (This bus was semi-deluxe: him mani) and that too after 15-20 minutes. After boarding another bus i was charged 40 rs extra although i was having ticket from the previous bus.
If this was to happen i should have been told earlier by the conductor that you are supposed to pay this much extra charges for travelling in this semi deluxe bus.
The thing is that i faced so much inconvenience firstly and after boarding another bus, the behaviour of conductor of that bus. It was not due to my personal that i boarded the other bus.
Let me know that who decides that how much amount should be charged and what is the criteria for this chargeable amount. Also should this be applicable to the customer who is already in problem due to such technical issues of the hrtc.

Desirable resolution of the incident: the amount charged should be refunded, a fine should be levied on the conductor and such things may not take place in future with any of the person within or outside the state.
