Hotels.com — Unethical behaviour

I have booked a room in Hotel Palacio de Goa under the "FREE CANCELLATION" scheme via hotels.com. confirmation number:[protected]. But when I wish to cancel it, they are asking 50% deduction from credit card. It is almost like forcing to pay at gunpoint. Please go through the chat happened between me and hotels.com. I need an immediate action from hotels.com and cancellation of the booking without any deduction, as they have promised in their website.
