House Owner — stopped the water service

I took a flat for rent in 65, pudhunagar, cinna kalapet, puducherry, 605014.
I am facing lot of poblems with the owner.
I am staying in first floor and he stay in ground floor. He actually visits our home in the mid nights, roaming around my home looking through windows, not allowing any of my friends and relatives to visit my home.
He will not even give me an receipt after payment of rent. Entire amount he is getting is purely black money.
Now he stoped water supply.
Grabbing money from the innocent poor people.
I have been facing lot of harassment...
