Idea Cellular — Deduction of balance for internet without activating it

Deduction of my main balance for internet without activating it .As i called for customer care the reason they are saying is that i have activated it on my own by sending a request of loan.how can i activate the 3g pack for a black and white mobile were there is no internet option even.
