Idea Cellular — not able to send message to port

I am trying to port my number from idea to airtel, but to do so i am suppose to send a msg to 1900. But my messages are getting failed and not able to send it successfully to get upc code. I tried to send port message to 1900 from my idea number [protected] by using format port to port to airtel. How ever the messages are not being sent, it shows sending failed. I have tested sending messages to other numbers and it is not working for others also messages sent to 1900 are being blocked. I have 7 rupees in my main balance account.
