Idea Cellular — want to port my number out of idea

Since end-dec, every time i send a message saying "port < my number>" to 1900 i get an immediate message from 1901 saying "upc cannot be generated as the mobile number is not configured. Please contact your service provider". Service provider customer care (Over phone) people put me off initially saying it would get resolved in a few hours. When i visited their office personally they said wait till jan 10. Now they are telling me to wait till jan 31. Why am i unable to port out?
