Ifci Infrastructure Development Limited — the developers did not complete flats inside work as per agreement.

Ifci infrastructure development ltd. (Iidl) is a wholly-owned subsidiary of ifci ltd. (Ifci). Further, ifci is a government of india undertaking under the administrative supervision and control of the ministry of finance (Department of financial services). Government of india has two of its officials as nominee directors on the board of ifci.

Iidl developed a residential project in the name of 21st milestone residency, raj nagar, ghaziabad, u. P.in 2010 under ghaziabd development authority wherein a 4 bhk flat was purchased by me in january 2014. As per the agreement, possession of the flat was to be handed over in oct. 2014. After reaching of construction upto the 10th floor, iidl decided to increase the number of floors with additional flats. However, the ghaziabad development authority did not accede to the request of iidl and for this reason the project was substantially delayed. Finally, at the end of 2017 a noc was obtained by iidl from ghaziabad development authority and in february 2018, iidl advised to deposit e-stamping charges and execute registry and take possession of the flat allotted to me.

As required, e - stamp charges were deposited by me on 28.2.2018 itself with stock holding corporation of india ltd. (Shcil). Shcil is the nodal agency for deposit of e-stamping charges for registration of the flat. But after inspection of the flat no. A-801 allotted to me, it was observed that the work / fittings / fixtures have not been provided as per the specifications mentioned in the buyers & sellers agreement annexure a (Specifications).

Since february 2018, i am approaching the senior executives/officials of iidl through various letters and e-mails to complete the work / provide fittings as per the specifications but they never replied to any correspondence so far. Only once i had been called in iidl office to inform that they are unable to carry out any work in the said flat. Sir, my all letters sent by speed post and e-mails, are lying with iidl. The details of incomplete and unexecuted work referred in specifications is given below:

1. Floor finish
A) no combo of vitrified tiles/marbles & no stone skirting & border (2ftx2ft) provided. Vitrified tiles used are with colour variation in all rooms.
B) vitrified tiles used have colour variation in tiles.
D) no kajaria group v series (Pavements) tiles have been installed

2. The bombay style windows and doors not provided.
3. Door shutters: all door shutters provided are painted and not as per specifications i. E with teak veneering on both sides in drawing & dining.
5. Fixtures for doors/windows: no brass fittings in doors/windows have been provided.
6. Surface treatment: plaster of paris work not done on ant wall as agreed to in agreement (Specifications).
7. Railings: no ss pipe hand railing have been provided on staircase.
10. Electrical works: quality of wires inside the conduits cannot be checked from outside. It is to be certified that wire and switches are as per the specifications.

My humble requests are:,
(I) iidl may be ordered for an early execution of registry and handing over of possession of the flat after carrying out inspection from an out side (Third party) agency/ ghaziabd development authgority engineer which may assess the deficiency tallying with specifications / bill of quantities (Boq) and submit its report for completing the work by iidl as per the specifications/boq.
(Ii) interest for the delayed period till the date of completion of work in the flat be paid to me @ 18 p. A. From october 2014 for the paid cost of flat i. E. Rs. 45, 74, 613/- and on stamp charges of rs. 3, 08, 200/- deposited with shcil as per the iidl e-mail dated 28.2.2018.
