Sir,
The shops are of a specific area and one can sell things within there shop area but here @ th green fresh store plot no. 4, shop no. 3, aggarwal shopping centre, sector 10, dwarka, delhi, 110075, they have used triple the area of their shop all around for selling vegetables and keeping the refrigerator and all sorts of groceries which is i guess illegal encroachment for which no one is doing anything. What is the concerned authority doing? I have provided you with the address you can even plan a visit to that market and see how this shop has acquired the area around the shop and keeping all the vegetables and groceries.

I went to this shop on 13th sept 2020 (-green fresh store plot no. 4, shop no. 3, aggarwal shopping centre, sector 10, dwarka, delhi, 110075) to buy some vegetables and there was some confusion in payment, i requested the shop owner mr. Jai praksh (Mob no [protected]) to verify the said payment in the cctv footage and there is camera which is installed above the billing counter but he refused saying that its not in working condition.

So with all due respect sir :-
1. Is it not mandatory for all the shopkeepers to install the cctv cameras and they should be in working condition all the time?

2. Is it not the responsibility of the shopkeeper to show me the footage if in case of any argument for the payment (I mean i paid 2000/- and he said i paid 500/- over this?

3. If yes there is liability of the shopkeeper then he should have shown me the footage right away.

4. I m a student of delhi university and currently pursuing my masters that too i m perpang for my civil services and i have always been taught that its the right of the customer to go through the cctv as and when required as and when required in case of any disagreement but this did not happen here so i just want to ask the delhi govt and i m even going to file an rti for this that is it not the right of the citizen who is a avid tax payer to go through the cctv in case of any problem and is it not mandatory for all the shopkeepers to have cctv installed that too in working condition and if not then there should be fine? If there is a fine what is the fine amount for no cctv working.
