India Post — atm debit card not delivered

Dear sir/madam,

My atm debit card was issued on 27 july 2018 and dispatched in post office on 29 th july 2018. I have applied for new atm card on 10 oct then i came to know that it has been already issues and dispatched at post office. Then i went to post office asked for my speed post ex[protected]in he said it is returned to bank. Then i checked with my home branch it has not been returned. Post master has not delivered it to my home. Kindly solve my problem.
