India Post — Delayed delivery of speed post of important letters

I posted my application form by speedpost for submission to PGIMER, SECTOR -12, CHANDIGARH.it was posted on 26 Oct 15 and it has not been delivered yet .today is 3rd Nov.if this is the pace of a speed post the purpose of the speed post is defeated.the tracking Id is EW[protected]IN . kindly help.the last date is 10 Oct 15 and it is still stuck at that PALAM TMO office.dont know what that is
