India Post — delivery issue

I ordered some products from ali express, and it only took 20 days to arrive my parcel from china, but its almost 1 and half month and still indiapost service hasn't delivered my product, it's in local post office from past 45 days and they don't even care to deliver it
I'm wondering why is government paying them and for what,
I don't understand that why hasn't my parcel arrived from local post office from 45 days
