India Post — It says Item delivery confirmed, but I did not receive the item.

India post says item delivery confirmed, but I did not receive the item. Also in other tracking websites it says item delivered. I live in kolkata (a metropolitan) still it takes 31 days to receive my item.
I went to the post office on 17th Dec, but the postman was not present. Called him, he said they are busy delivering some Ration Cards these days, and he doesn’t have information about my parcel.

Please see to it that I receive my parcel at the earliest.

Updated by Mayuraksha Sikdar Look at the highlighted portion. Delivery is confirmed before it's out for delivery. How is this possible ?
