India Post — KVP payment delayed since a year.

Its been a year that my KVP investment got matured, but the maturity amount has not yet come into my account.
I had placed 3 reminder letters during this course of time to the Hyderabad nearest post office branch for verification of the certificates, since they belonged to Navi Mumbai Office. All in vain
Now both the branches are Computerized but still the post office is unable to give the maturity amount.
The officer says to open an account in the post office branch to get the matured amount since the cheque book in not available in the whole of HYDERABAD CITY[as informed by the Head Post Office and Nizampet post office]
Request you to please resolve the problem at the earliest.

Please see that which law asks a customer to open an account to get the maturity amount from post office...due to non availability of cheque in the post office.
The head office representative is saying that cheque book printing is taking a long process from Nasik.
Resolve this departmental blame game at the earliest
