India Post — Negligency of postman

I live in Shivbari Bikaner Rajasthan. My area's postman does not stay in post office. Only 9o clock post office opened for one hour rest whole day it remains closed. He does not deliver my posts at my home .always he gives them to another person in my mohalla. So I cannot find my posts . even speed post he gives to another person .kindly take necessary action against postman to ensure delivery at right time and right person.
