India Post — not getting the consignment on time.

I have tracked the consignment and it's already been in my city on 8th of august at my nearest post office. Its been more than 10 days i still not get my consignment. The postman is not doing his duty properly and by asking him about the consignment he is not giving a proper detail or answer about the consignment. Please do something and take legal action. The detail are attached in photo below.

I had Applied for a Pan Card In May month and I got a message
from Pan Card department that my Pan card is ready to dispatch & it will be delivered soon but till today I have not received my Pan Card.
