India Post — parcel out for delivery but failed to deliver

Hello, my parcel from US was sent to GPO after clearance from Kolkata Custom, on yesterday. Today I saw the update parcel is out-for-delivery on around 10 AM, but in whole there was no body rang the bell or called me, yet few hours back i was surprised to see that they updated "parcel on hold" because "On Addressee Instructions"!!
My query is what does that meant?? Certainly the peon couldn't find the address but the above statement gives impression as-if they contacted me and I have rescheduled the delivery, and it's COMPLETELY FALSE, because nobody called me!!

Please deliver the parcel asap for god's sake!

PS - I have realised India Post delivery gradually declining, they usually very ordinary but now-a-days purely pathetic! Please deliver the parcel without giving false reasons. THANKS
