India Post — parcel was returned to my place without any attempt of delivery.

Dear sir,

This is regarding a parcel that has returned from the destination without any attempts of delivery. I had sent the parcel 15 days ago and now it is returning back to me.in spite of registering repeated complaints, this is the scenario.
Pmg agra asked me the details of receiver and i forwarded them the required info, still it hasn't reached. Please, return the parcel back to me and refund me the charges levied for posting it. Such inefficient service of india post is intolerable.
I am a seller on amazon and i rely on india post for logistics. For, this item i have to incur a loss of rs.449 (Postal+cost of book). I do not understand the logic behind sending the parcel back to bhubaneshwar, in spite of clearly mentioning the address.
