India Post — registered post... refused to send

Ganeshganj post office lucknow. I had to send an application to uppsc through registered post. Uppsc guidelines says that the downloaded address slip should be stick on the envelope. The person on the counter refused to send my application by registered post, his excuse was "no letter can be sent by registered post if address slip (Or any other paper) is stuck on the envelope. He also told to send this registry from aminabad post office. Are the rules different on different post offices? Please look into the matter so that consumers should not suffer in future.

My consignment no- EX[protected]SG, was struct at customs, this was Retained by customs for unspecified reason, since last one month was i the customs, from 19/2/207 to till date this is in the customs,

I have sent package from usa to india .it cleared customs and reached chennai foreign post office on 10/01/2018 as per tracking, after that no tracking results and when iam trying to contact chennai post office or toll free number no one lift the call and when i want to complaint through online it wont take complaints.

My registered post was done from kurukshetra univercity on 16.01.2018 and reach daily on 18.01.2018.But its not sowing any update after that please provide me latest actual status and tracking number for canada.
