India Post — registered post sent by united states of america - letter

Address:BANASHANKARI II STAGE, BANGALOE, 560070

A letter wa s sent by usa on 5th september 2019 and 11th sep it has reached dimc new delhi 110002. Til date i have not received. What has happened to the consignment. I was supposed to recieve within 2 or 3 days from delhi to bangalore. Where is it stuck and why? I need to kow the reason. Thanks and please solve this problem as it contains important letter.

Booked speedpost no. EU[protected]IN on 5th Sept.2019 from Mawana SO pin 250401 for Regional Licensing Office WPC Wing, Gopalpur, P.O. Sarkarpool-700143.
Till date not delivered. Status is showing item dispatched from Ghaziabad.

No way to talk to the postman. Did not give my parcel to my friend and RTO the parcel.

Postman is not ready to give my post as I don't know the local language of the state.
