Indian Army — fraud over bike

I saw an ad on 18th Feb 2019 for Pulsar NS 200 over OLX. So, I texted him and he gave me his phone number [protected] over text and we agreed the price on 38000 rupees. He told me he is a soldier in ARMY and he will send the through courier. He sent me his aadhar card and army canteen card PAN card so I did not suspect that it would turn out to be a fraudsters. He told me to make an advance payment of 2150 rupees as transportation charge which will be deducted from the over all payment. So, I transferred the amount through Google Pay to Mobile# [protected]. He is saying sending parcel through Army Parcel services for which he shared the receipt as well and stated You will receive your consignment at tomorrow 11 AM, After 11 am I receive call from post delivery man and asked to pay GPRS charges as mentioned in slip Rs.(7100+20)through same Google pay account which was supposed to be Army Post office account. Once money is transferred he will receive the email and will deliver the bike in 20 mins. Based on trust over Indian Army and sympathy over Martyrs of Pulwama attack, I transferred the money total of Rs. 7120. However, he asked me to do separate transactions of 7100 and 20 over same Google pay account again. Trust over Indian Army had blinded me as I overlooked the reality and yet again transferred the amount separate transactions of 7100 and 20. Then, he stated there is a system issue and he has not received the email and only way to deliver the bike is to make complete payment of Rs.38000 and then only it can be delivered. Since more than 60% of the payment was made, I took the risk and transferred complete amount. However, it hasn't stopped there, since all this drama took around 2-3 hours he stated there will be a late charge to be paid of Rs. 11000 out of which Rs10950 will be refunded as this is Army protocol and the amount will be refunded by delivery boy in cash. Yet again I have to transfer the amount as I as already into the bog which I did transferred and then they stopped picking up my call and messages. The total amount which was paid is Rs. 49000 and I have all transactional details.

Maturity date is 30 Sep 2018 I tryed many times to withdraw my pli policy and also my policy expired on 30 Sep 2018
Sir I requested to take an early action plan.
