Indian Bank — Imps transfer not complete and money deducted

My imps transfer was rejected 2 times continously and bank did not inform me on the first attempt too and now 8500+8500 is deducted and I'm not able to contact bank and their website page is also not available due to server issues and they have not mentioned their mail I'd too disgusting
People do online transactions due to emergency work and this happens, I had to pay for hospital and now I don't know what to do my transaction ID is[protected] and[protected]
