Indian Bank — Transaction incomplete but amount deducted

Dear Sir,
As per indian bank official their bank will not provide any service in february 12 to 15. So i was made a transaction of 14500 rs in my another bank of baroda acount through banking app but when i was entered otp transaction got failed and amount deducted from my acount and it was not credited to bob or same acount. I am continue trying to talk his customer support but unable to talk with him. Tomorrow i will go hospital for treatment, how can i take medicine without money.. pls see..
