Indian Overseas Bank — about money withdraw

Iam k. N. Vellingiri having an a/c in the iob in annur branch a/c no 10929. When i tried to withdraw rs 20000 from my a/c on 9th august 2017 around 1.00 pm from the iob atm annur at the time atm machine switched off so that i could not recievd any money nor any reciept from the atm. But when i checked the balance from the other atm after an hour the balance was deducted from my a/c.
I have already given the complain to the iob annur branch but till now no any reply come not the money.
So iam requesting you to take necessary action

i have lost my debit card on 5 th aug 2017 so i am requesting you to block my card as early as possible
I registered mobile banking in net banking. it shows it was registered. but i didnt receive any mpin. even i clicked the forget mpin to get mpin. but it displays you are not a registered customer. please help me sir, ,
