Indian Overseas Bank — amount debited but cash not dispensed in atm

I used my iob debit card in an atm in calicut. I tried to withdraw 1000 rs for two times and each time amount got debited from my account but cash did not dispense. After a few hours one 1000 got refunded, the other did not. Called customer care they told it would get refunded within 48 hours and it did not. Called them again and they asked to issue a complaint in the nearest iob branch. When i went to an iob branch after a lot of waiting, they told me i should issue the complaint in the branch in which my account was created. I am very far from the account created branch. I don't understand why, when everything is centralized everywhere. I am really frustrated here to get my hard earned money i should spend this much of my time for something which is apparently the bank's mistake.
