Indian Overseas Bank — card payment on petrol pump

Last month i make debit card payment on a petrol pump rs.500 but it was not receive petrol pump owner my account no [protected]
I also complain on customer care number [protected] complaint no (Jb160215)
He ask me earlier my money back with in 10 days but it not refund.
Today i talk again customer care number he send me another number [protected] after talking he ask me wait for 30 days and immediate disconnect my call. What i can do

Kindly refund my amount as well as possible
