Indian Overseas Bank — Debited My Account But Cash Not Dispensed

Dear Sir,
I have an Account Holder IOB Tirukalikundram Branch, I Used My Card IDBI ATM at Tirukalikundram On 31/12/16, First time Enter Rs 2, 000 Processed and showing "Transaction Declined, unable to process", So I tried Second Time i got same display Showing "Transaction Declined, unable to process" but debited my Account Totally Rs 4, 000, I asked to IOB Tirukalikundram Branch but They replayied Atomatically Credited but More Than five Days Cash Not Credited My Account, Please Solve This Issue.
