Indian Overseas Bank — Failed Transaction amount also debited from my account

I paid Rs.158.50 to Med Plus shopkeeper for the medicines I bought there in the shop through my debit card on 17/03/17. First time when the shopkeeper after swiping for the amount got a failed transaction slip. So the shopkeeper once again swiped the debit card and got the transaction successful but I got the message showing the amount got debited twice. I informed this to shopkeeper and he gave me the first failed transaction slip and ask to report it to my bank.
