Indian Overseas Bank — imps transfer not credited to payee yet my account was debited

Sir i made a fund transfer from my account no. [protected] with branch panbazar, guwahati of amount rs. 10, 000 to a canara bank account.
But however the payee's account was not credited yet my account with iob was debited.
Hence this is an appeal to you to please refund the debited amount of rs. 10, 000.
