Indian Overseas Bank — money debited from my account during internet banking but not credited to payee account

Yesterday i try to transfer money to already added payee via internet banking. I entered my fund transfer pin and otp. Money is also debited from my account. But not credited to payee account. I think at that i dont have proper net connection. It happened yesterday around 2.30 pm. I need immediate response for this. When i can get my amount. Waiting for your reply

Moblie number not registered with online transtions
While i transfering through imps( there was an error occured and i got a message that your transaction was declined imps ref no.[protected]. But in my account the amount was debited. I done this transaction on 30.03.2019. But till date i dont get my amount credited. Please clarify.
