Indian Overseas Bank — new atm visa card issued but no pin generate - no atm card machine available in town.

Please note that as per rbi guide lines, we have been issued a new atm visa card with sim on 28th. Dec, 18 by indian overseas bank, silchar branch, cachar, assam (Branch code 1460), against our salary account with the bank. But since there is not a single atm machine available in the entire town, how can we activate the new card or how to get the new atm pin. The branch manager of the bank is not at all helpful or giving any solution.
Request you to intervene. Similar problem is being faced by another 200 staff of our organisation. Its a serious matter.

When I tried to transfer money from my account through NEFT, it displays notice as-
Currently this service is not available. Kindly Use Other bank.

The similar situation reported by my friends with NRE IOB account while using internet banking (23 January, 2019).

Please resolve this issue.
