Indian Overseas Bank — Not giving noc

I have taken the loan amount of 2, 00, 000 against the policy of lic named vidhyajyoti educational loan. And my father passed away in between and according to the policy lic has to pay the whole amount but it has given only half but the bank is not taking any action for the rest amount. I need the no objection certificate and the bank is not cooperating me. Please do something for me.
