Indian Railway Catering & Tourism Corporation [IRCTC] — I filed TDR and it got rejected which was illegal

My name is Himanshu. I filed a TDR before actual departure of the train against train is running late more than 3 hours and passenger not travelled and it was everything as per the rules, still my TDR got rejected and I did not get refund.

PNR is [protected], Train no is 20403, Date was 09/01/2023, booked ticket from Alwar to Jaipur for 2 persons. Scheduled departure from Alwar was 09:33 AM, Train was running 7-8 hours late, I filed TDR at 10:58 AM with the same reason, but in 4-5 days, my TDR was rejected and I did not get refund. I want my refund as per the rules.
