Indian Railway Catering & Tourism Corporation [IRCTC] — IRCTC tatkal scam

I booked tickets in Tatkal and premium tatkal quota, amount was deducted but tickets were never booked. Tried total 4 times and seen same all 4 times. All 4 times seats\berths are available.
IRCTC need to improve with there software technology, absolute scam in the name tatkal and premium tatkal, I feel tickets are kept on hold by scammers\agents to sell on high price.
Tried to book tickets from Secundrabad to Ongole
