Indian Railway Catering & Tourism Corporation [IRCTC] — irctc website unable to open from usa

No one in usa is able to open the irctc website to book tickets for the past two weeks or more. The response when we try to open comes back saying
"cannot open the page because unable to connect to the server"
Please check the server and see why it is not connecting to usa. I have tried calling several numbers and tried to email [protected]@irctc.co.in for the past so many days. Please do the needful and get it rectified. Thanking you

Dear sir
I have booked ticket in irctc on dtd 27.07.18 but they said that transaction has been failed and they made refund also at your end. Still in my bank account refund has not made so do needful in this matter.

When we have been create new IRCT ID the message shown that your mobile no already registered.
please provide me my user ID and Password
