Indian Railway Catering & Tourism Corporation [IRCTC] — lack of response

I registered on the irctc website and got a user account. Irctc took payment from my credit card and then for some uknown reason later refunded the money. I have tried to re-register but the system does not allow me to because my original registration is still in the system (But will not allow me to make a booking). I have written several emails to irctc about this and also asking them to cancel the original registration so that i can re-register. All that i get in responce is an automated reply telling me that it will be looked into by the relevant department.
Last twoirctc complaint referance numbers[protected]
I would like irctc to cancel my user account so that i can re-register pay the fee again andcontinue to book my train travel in india.
