Indian Railway Catering & Tourism Corporation [IRCTC] — money is not credited moreover than 13 days

I had cancelled a ticket pnr no. [protected]. From ndls to ljn. I cancelled it on 3rd feb. Irctc has given credit instruction to payment gateway. Transaction id provided by irctc is [protected]. Bank said that its not our issue. Talk to irctc. Irctc said that they hav given credit insurance. Kindly help me
