Indian Railway Catering & Tourism Corporation [IRCTC] — No refund after money deducted without booking ticket

I tried to booked a ticket through IRCTC, Ticket was not booked but money was deducted from my account. I am been continue following with IRCTC customer care, they are just saying that your message is forwarded to concern department. I have sent them my bank statement where transaction has been done to IRCTC. Now it's more than 45 days i have not received the refund. Now I am concerned whether I am going to get my money back. I don't have trust on IRCTC now.
